Directors and Board members of the League present were Mr C B Wilson (Chairman), Mr D Stapleton, Mr K Sharp (Vice Chairman), Mr D Fogg, Mr P Spridgeon (Cup Competition Director), D Barfoot (Discipline Director), Mr P Clarke, Mr M Hankins, Mr A Mutton (Development Director), Mr P Chappell, Mr G Phillips, Mr L Fedasch (Facilities Director) and Mrs W Newey (Secretary) The Chairman welcomed everyone to the 2017 AGM and gave a special thanks to our honoured guests Mr Leigh, Mr M England, Mr I Goodhand, Mr G Richardson Lincolnshire Football Association, Referees Mr T Stanley and Miss N Hudson the staff from ChromaSport & Trophies, Mr D Moore of Stephenson Smart & Co, Mr R Windle Peterborough Referees’ Association, Mr M Chambers Treasurer, Mr P Redgate Secretary and Mr P Clarke Chairman of the Peterborough Football Association
The Chairman requested all present to observe a minute’s silence in respect of all friends and associates that have passed this season.
The League Secretary convened the Annual General Meeting on the 22 nd June 2017 at Yaxley Football Club.
Clubs and others intimating apologies were received from Mr M Starkey (President), Mr M Boyden, Gary Biddulph Northamptonshire Football Association Business Manager, Laurence Jones Head of League and Club Services Football Participation and Development Division The Football Association, Keith Murdoch Chief Executive Officer Leicestershire & Rutland County Football Association, Mr J Morton, Mr T Nash Peterborough Football Association and Mark Frost Huntingdonshire Football Association Secretary.

The League Constitution Chairman asked Clubs to accept the circulated Constitution for the 2017/18 Season with the addition of Langtoft United Veterans – unanimously accepted.
Chairman asked the clubs to give dispensation to the Board, in respect of the Veterans Development Division, to determine any issue arising throughout the season, without recourse to an EGM - unanimously accepted

Alteration of the Rules The Chairman asked the floor that we take the two rule amendments proposed by Clubs individually, then the remaining rules en bloc, unanimously accepted. Rule 8(N) Except by prior permission of the Board, a team may have a maximum of 2 players only, who have played more than 15 PDFL competition matches for a first team or highest team in membership of the League, in that season. Tydd St Mary FC and Long Sutton Athletic FC asked if they wanted to explain the reasoning behind the proposals. Tydd St Mary FC gave a presentation. Vote carried out and the Rule change was passed with 33 for and 8 against Rule 9A If, in the opinion of the Referee, two Clubs have the same or similar colours, the away team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change shall be liable to a fine in accordance with the Fines Tariff. Stamford Lions FC and Glinton & Northborough FC asked if they wanted to explain the reasoning behind the proposals. Glinton & Northborough FC gave a presentation. Vote carried out and the rule change was passed with 55 for and 6 against
The Chairman asked the remaining League Rule Amendments could be taken en bloc, unanimously accepted.

In closing the meeting, the Chairman thanked all the Clubs for their attendance and welcomed the new clubs. He gave special thanks to all the Directors and Board members of the League for all the hard work they carried out during the season and thanked Yaxley Football Club for the use of their facilities. The Chairman thanked ChromaSport & Trophies for their continued sponsorship, and asked Clubs to support ChromaSport & Trophies as their generous sponsorship is extremely valued and continues until 2018 and informed the meeting that Board members are available after the AGM for questions and wished everyone a good season and a safe journey home.

Chairman’s report on behalf of the directors.
It has been an honour and privilege to have been Chairman of the Peterborough & District Football League for the past 3 seasons. I would like to thank all of the League Clubs, my Directors, Board Members and Wendy, plus the office staff for all of the help over my term in office.
Over the past twelve months, the League has continued to develop and strengthen and has seen several changes happen within that period.
The partnerships with the United Counties League and Northants Combination League have continued to develop and our second year since taking on additional work for Peterborough & District Youth League has proved very successful. The Board took the decision to form the Peterborough Football & Sports Development Foundation in October 2016 which will be responsible for investigating ways to develop football within the area, encompassing all age groups, ethnicities, gender and abilities. It is also tasked with delivering the Leagues Development Plan and explore possible avenues of expansion for the League. The Peterborough Football & Sports Development Foundation are working with the local community to develop and improve their community awareness. We thank Wendy and all the staff members who have dedicated so much hard work and hours to promoting the centre. Nene Valley Community Centre has been the base for the League since April 2017 and it has proved to have been a positive step to relocate the league to this venue. As part of the National League System the League submits its Development Plan to the Football Association for funding towards initiatives included in the plan. This year we received £9,000 from The Football Association, this includes £1,000 Charter Standard Grant, £3,000 Administration Grant and £5,000 for the Development Plan. The new Division 5 format, of splitting the league into A & B in the New Year based on the standings at Christmas, has proved successful for a second year and will now continue. This was the first year that the League Cup finals were held at the Nene Valley Community Centre. They were a great success with large crowds and the pitch was a credit to the finals, with a big thank you to the Peterborough Football & Sports Development volunteers for their hard work. Again, the dedication of the staff and support of Board members has made sure this will continue for the future. I would like to thank our League Sponsor ChromaSport & Trophies for their continued support and we look forward to continuing our much-valued partnership with them throughout the coming season. Going into the new 2018/2019 season I would like to wish Keith Sharp the best of luck in his term of Chairman for the next 3 years and I am sure the Board will support him. Congratulations to Netherton United FC, Moulton Harrox Reserves, FC Parson Drove, Cardea FC, Eunice Huntingdon, Glinton & Northborough Reserves and FC Parson Drove Reserves for winning their respective divisions. Congratulations to League Knockout Cup Champions; Netherton United FC the President Premier Champions, Moulton Harrox Reserves the Chairman Championship Champions, Eye United FC the Intermediate Champions and Eunice Huntingdon FC the League Cup Champions.

A special commendation must go to Netherton United FC, who have successfully become champions of all competitions entered by their first team this season, a truly remarkable accomplishment. The registered office is Nene Valley Community Centre, Candy Street, Peterborough, PE2 9RE. For the year ended 31 May 2018 the company was entitled to exemption from audit under section 477 of the Companies Act 2006 relating to small companies. The directors acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and preparation of financial statements.
The members have not required the company to obtain an audit of its financial statements for the year in question in accordance with section 476.
These financial statements have been prepared in accordance with the micro-entity provision and in accordance with FRS 105 ‘The Financial Reporting Standard applicable to the Micro-entities Regime’ and the provisions applicable to companies subject to the small companies regime.

Rule Amendments
Peterborough & District Football League The League rules have been divided into two sections: governance and match-day related rules, these are mandatory changes made by The FA for Season 2018/19 rules. The changes fall into three categories, the Rules have been divided into two main sections of Governance and Match Related Rules. This has resulted in several Rules being moved; a. Changes to make the wording of equivalent rules in SCOR and SCORY consistent, where possible. b. Any inconsistencies between the wording of the equivalent Rules within SCOR and SCORY have been addressed where possible. In addition, the correct use of Definitions has been made and references to the Fees and Fines Tariffs have been added throughout. The majority of changes made fall within this category. c. Substantive changes to the Rules from matters arising during the 2017/18 season. The purpose of (i) and (ii) is to make SCOR more user friendly and easier to follow, particularly for Leagues and Clubs.

MANAGEMENT, NOMINATION, ELECTION
(A)The Board shall comprise the Directors (Chairman of the Board, Vice Chairman of the Board, Company Secretary, Development Director, Facilities Director, Disciplinary Director, Cup Competition Director and Finance Director) of the Competition and 14 members who shall all be elected at the AGM. The Emeritus President and President of the league shall be an Ex Offico member of the Board with full voting rights but is not required to be elected to the Board on the three-year cycle. QUALIFICATION OF PLAYERS (A) Veterans Division players must be either 35 and over, or 40 and over the day of the match to be eligible to play in the respective over 35 and over 40 divisions.
