The Chairman welcomed everyone to the 2022 AGM and gave a special thanks to our honoured guests and the Peterborough & District Youth Football League Clubs.

The Chairman requested all present to observe a minute ’ s silence in respect of all friends and associates that have passed this season.

The League Secretary convened the Annual General Meeting on the 25 th June 2022 at Nene Valley Community Centre.

Clubs and others intimating apologies were received from P Chappell and R Windle.

Chairman ’ s report on behalf of the directors. I ’ d like to welcome everyone to this year ’ s 2023/24 AGM and thank everyone who's been involved with The Peterborough & District Football League during the season. A big thank you to those Board Members who have covered for me in carrying out the League and Cup presentations whilst I have been convalescing. Congratulations to all League, Cup and County Cup winners, and a big well done to all the other teams competing in League. Thanks goes to Wendy and her team of Georgie, Katie & Kyle who have helped to ensure the league has ran smoothly. Last but not least, a very big thank you to all the Referees, without them there would be no football. Remember, you go out to do your best, so do they! We are delighted to announce a 5 - year sponsorship deal with GCE Hire Fleet Limited from the start of the 2023/24 season until the 2027/28 season. Throughout SCOR refences to ‘ his have been amended to ‘ their ’ in order to be gender neutral.

Rule 5 A The Board shall comprise the Directors (Chairman of the Board, Vice Chairman of the Board, Company Secretary, Development Director, Facilities Director, Disciplinary Director, Cup Competition Director and HR/Finance Director) of the Competition and 14 members who shall all be elected at the AGM. The Emeritus President and President of the league shall be an Ex Offico - member of the Board with full voting rights but is not required to be elected to the Board on the three - year cycle. The day to - day operation of the League to be conducted by “ the Office ” under the direction of the Board. This will be done with Board Members elected on a 3 - year cycle. The Chairman of the Board and HR/ Finance Director on the first cycle, Disciplinary Director, Company Secretary and Cup Competition Director on the second cycle, with the Vice Chairman, Development Director and Facilities Director being elected on the third - year cycle. Rule 18 A Walking Football Only: Walking Football players must be 50 (male) and 40 35(woman) and over the day of the match to be eligible to play in the Walking Football Divisions. M 3 Where a Club is found to have played an ineligible Player in accordance with Rule 18.M.1 above, the Board may also, at its discretion order one or more of the following (if appropriate): Rule 20 A Artificial Football Turf Pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA ’ s Register of Football Turf Pitches - https:// footballfoundation.org.uk/3g - pitch - register B Except by permission of the Board all Competition Matches must be played on the dates originally agreed but priority shall be given to The FA and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a Competition match with the consent of the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. NOTE: Clubs may apply to call off a maximum of two League Fixtures during the season and NOT consecutive weeks except for F.A. and County Cup Competitions. All teams to advise the Fixture Secretary and give at least 6 weeks ’ notice prior to calling off a fixture which is intended for social purposes only and not to play any other football match. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days ’ notice of the match (unless otherwise mutually agreed). In order to postpone a match for any reason due to significant illness within the squad, medical certificates for those Players affected, signed by the Players ’ own doctor, must be forwarded to the Competition Secretary within fourteen days of the postponement, along with a full list of Players currently registered by the Club at the date of the match which was postponed, giving full reasons against each name for the Player ’ s unavailability. Within the National League System (“ NLS ”), Regional NLS Feeder Leagues and Tiers 3 to 7 of the Women ’ s Football Pyramid all Competition Matches shall have a duration of 90 minutes.

For the sake of clarity, now that the Government have changed their advice on testing and isolation on Covid 19, the same requirements will apply

If a Club is unable to satisfy the League that the postponement was necessary, they will be charged under rule 20E for failing to fulfil a fixture.

E Walking Football Cancellation of matches, if a team cancels a game the club cancelling will be fined in accordance with the Fine Tariff and 3 points awarded to the other team.

F The referee and a representative of the opposing Club shall be informed of the names of the Players taking part in the Match (including the substitutes) not later than 15 minutes before the start of the Competition Match and a Player not so named may not take part in that Competition Match. Any player not so named who participates in the match will be deemed to be ineligible and the sanctions in League Rule 18M and KOC Rule 11 will apply. 3 Any Club unable to fulfil a fixture or where a Competition Match has been postponed for any reason must, without delay, give notice to the Competition Fixture Secretary/Secretary, the secretary of the opposing Club and the Match Officials. The Fixture Secretary must be informed of all fixtures, and postponements, of all matches played in any other competition within 30 minutes of the postponement. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. Rule 22 F Sunday – The competition to determine each season the divisional make up depending on number of teams. The format could either one division or multiple divisions. One division format will be teams will all play each other once, fixtures to be determined by the Board. Once all matches are concluded the teams will be allocated to either Division A or B depending on finishing position (points from this point will be reset to zero). Division A and B teams will all play each other twice in a standard Division format. Knock Out Cup Rule 3 The Peterborough & District Football League Cup: To be competed for by all Teams from the Peterborough & District Football League as determined annually by the Board. Format for this competition will be determined annually by the Board. Division Two to Five teams will play in the first round. With Division One teams entering in the second round and Premier Division teams entering in the third round. Youth Rules Rule 18 B (ii) A Player registered with a Premier League or English Football League EFL Academy under the Elite Player Performance Plan contained within Youth Development Rules will not be permitted to play in this Competition, except for those in the under 11 age - group and below where consent has been given by the relevant Premier League or EFL Academy (such consent can be withdrawn at any time). Trial players are not considered to be registered with a Premier League or EFL Academy for these purposes and therefore the prohibition on playing in the Competition does not apply to them. The relevant Premier League/EFL Academy remains responsible for managing the frequency of the player ’ s playing time. Details of the Youth Development Rules are published on The FA website. A Player registered with a FA Girls ’ Regional Talent Club FA Emerging Talent Centre or an FA Professional Game Academy may play in this Competition subject to the FA Programme for Excellence (Female) Regulations. FA Girls ’ Emerging Talent Centre Operating Criteria and Professional Game Academy Youth Development Rules. C The age groups that children are eligible to play in are set out in the table below, subject to Rule 4 (F), along with the permitted football formats for each of those age groups. For the purposes of this Rule 18(C), provisions relating to playing in specified age groups shall include participating in training as well as playing in matches. Rule 11 A player eligible is one who is a bona - fide registered playing member of a Club as provided for in League Rule 18 and in conjunction with League Rule 20. Any Club contravening any part of this Rule 11 will be struck out of the competition and may be fined in accordance with the Fines Tarff.

I A Player may not be registered for a Club nor transferred to another Club in the Competition after 1st 31st March except by special permission of the Board.

O Priority must be given at all times to the activities of schools and school organisations activities.

Rule 20 All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board or, for Mini - Soccer, and 9v9 football, the Rules as set down by The FA. The Mini - Soccer and Youth Futsal Handbook, or, for 9v9 football, The FA ’ s Guide to 9v9 Football.

I Competition Whole Game System Squad Lists (downloadable on devices or printable) with photographs are to be carried to all games under the jurisdiction of the Competition which MUST be shown to the opposing team official and Match Official for inspection prior to the commencement of every fixture and MUST also be shown to any Competition Official if requested. and to be produced prior to the start of the game and to be inspected by the opposing Team Official or if requested by any Competition, Match or opposing Team Official.

Youth Knock Out Cup Rule 2

All affiliated Clubs that play in the Peterborough & District Football League must compete in the League Knock Out Competition. Any 9 v 9 teams will be entered into the 11 v 11 relevant Cup Competition and must play at 11 v 11. U15 and U16 Cups in the following format: • First round to be drawn excluding Division 1 teams. • The winners of Round 1 ties to progress into Second Round. Division 1 Teams to be drawn into Second Round. • The losers of the Round 1 ties to then be entered into a Plate Competition.
