The Chairman welcomed everyone to the 2018 AGM and gave a special thanks to our honoured guests.

The Chairman requested all present to observe a minute’s silence in respect of all friends and associates that have passed this season.

The League Secretary convened the Annual General Meeting on the 23 rd June 2018 at Nene Valley Community Centre.

Any Other Business Important

It is the responsibility of each Club to ensure that any Player registered to the Club has, where necessary, the required International Transfer Certifi- cate. Clearance is required for any Player aged 10 and over crossing borders including Wales, Scotland and Ireland.

If a Club fails to obtain International Clearance they will be charged under Rule 18N Playing an ineligible Player

In closing the meeting, the Chairman thanked all the Clubs for their attendance and welcomed the new clubs. He gave special thanks to all the Direc- tors and Board members of the League for all the hard work they carried out during the season and thanked Peterborough Football & Sports Develop- ment Foundation for the use of their facilities. The Chairman thanked ChromaSport & Trophies for their continued sponsorship, and asked Clubs to support ChromaSport & Trophies as their generous sponsorship is extremely valued and continues for another three seasons and informed the meeting that Board members are available after the AGM for questions and wished everyone a good season and a safe journey home.

Chairman’s report on behalf of the directors.

It’s a privilege to have been asked to be the Chairman of the Peterborough & District Football League this year. I would like to thank all the League clubs, I would like to give a special thanks to Wendy plus the office staff for all the help over the last 12 months, along with the Director’s together they have helped me settle in.

Over the past twelve months, the League has continued to develop and strengthen and has seen several changes happen within that period.

We have continued to work with partners, United Counties League, sadly this year they lost one of their stalwarts, their Chairman John Weeks who sadly passed away, our thoughts go out to him, for his help and support over many years. He has been replaced by Alan Poulain as the new Chair. We continue to support all local leagues within the Peterborough area and will continue to do so, we work closely with the Peterborough Football & Sports Foundation, to make sure that local football can benefit. I would like to thank the Peterborough Football & Sports Foundation, for letting us use the site for this year’s AGM again. Plus, this year for hosting our Cup Finals on the ground, these have been very successful again this year. Next season we launch the Peterborough & District Football League Cup which is sponsored by ChromaSport and will see all teams in the League compete, with the Division 2—5 teams playing the 1st round, and the Premier and Division One teams entering in the 2nd round. As a league we try to be supportive towards the clubs. The office staff work very hard to make the league and efficient as possible and will always continue to do so. We would encourage all clubs that if they have and problems or issues to contact the office for their help and expertise, we are here to facilitate local football for the people within our catchment area and this is part of us working as a team to achieve this. As part of the National League System the League submits its Development Plan to the Football Association for funding towards initiatives included in the plan. This year we received £9,000 from The Football Association, this includes £1,000 Charter Standard Grant, £3,000 Administration Grant and £5,000 for the Development I would like to thank our League Sponsor ChromaSport for their continued support, and we look forward to continuing our much-valued partnership with them throughout the coming season. This year you the clubs have asked us to look at a new Cup Competition based on the F.A Cup Principal. I am proud to say that ChromaSport have supplied a magnificent trophy for the new competition, which will be contested next season 2019/20 which is on show for you to see at the AGM.

For the year ended 31 May 2019 the company was entitled to exemption from audit under section 477 of the Companies Act 2006 relating to small companies. The directors acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and preparation of financial statements.

The members have not required the company to obtain an audit of its financial statements for the year in question in accordance with section 476.

Rule Amendments

Delete in Red New Rules in Blue

Rule 20 A The home Team must provide goal nets, corner flags and must physically produce at least four League official footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable.

Knock Out Competition Rules Names of Trophies “The Peterborough & District Football League Cup”, “The Peterborough Senior Cup”, “The Peterborough Challenge Cup”, “The Peterborough Junior Cup” and “The Minor Cup”, “The Veterans Invitation” and “The Veterans Plate”

Cup Competitions & Status of Clubs to Compete Therein.

All affiliated Clubs that play in the Peterborough & District Football League must compete in the League Knock Out Competitions.

The Peterborough & District Football League Cup: To be competed for by all Teams from the Peterborough & District Football League as determined annually by the Board. Division Two to Five teams will play in the first round, with Premier and Division One teams entering in the second round.

Appointment & Payment of Referees

As provided for in League Rule 23. In all Cup matches the Referee shall be appointed by the League Board. In all matches except Finals, fees and expenses are to be in line with League fees for their respective competition, except the Peterborough & District Football League Cup and Peterborough Senior Cup where Premier Divisions fees shall apply.

The Match.

Matches shall be played in accordance with the Laws of the Game. Matches shall be played to a conclusion, if after 90 minutes the scores are level extra-time of 15 minutes each way shall be played, if after extra-time the scores are level penalty kicks shall be taken, as set out by the Football Association Limited. There is no provision for replays. Matches abandoned through the fault of the clubs shall be dealt with by the League Board as provided for in League Rule 10. Reports of short teams, late starts, abandoned matches, failure to provide Assistant Referees etc. shall be referred to the League Board, who will determine any action that may be required.

Substitutions.

As provided for in League Rule 20 except the Peterborough & District Football League Cup where a team may name up to 5 substitute Players

of whom not more than 3 may be used

Qualification of Players.

Semi-final and Final: No player shall be allowed to play in a semi-final or final unless he has played a league game or in an earlier round for that team or unless special permission is granted by the League Board . NOTE: If a player transfers away from that team/Club then his previous record becomes invalid. Should he return to the Club he must participate in another League game or earlier round before competing in any semi -final or final. Provisions Concerning Protests All issues relating to the interpretation of the Competition Rules, shall be referred to the League Board, whose decision shall be, subject to Rule 20, final and binding. The League Board shall consider any such matter and following such procedures as it considers appropriate. The League Board shall not be bound by any enactment or Rule of Law relating to the admissibility of evidence in proceeding before a Court of Law. Where a club wishes to protest that there has been a breach of the Competition rules, such protest must be made in writing and must contain the particulars of the grounds upon which it is made as per League Rule 7.

Provision Concerning Appeals A club that is expelled from the competition may appeal against the decision to an appeal board in accordance with League Rule 7
